Can anxiety cause chest tightness and shortness of breath even when my tests are normal?

I went to a doctor before and my basic tests were normal, but I still get chest tightness, rapid breathing, and a feeling that something bad is about to happen. It usually happens when I am under pressure or thinking about work. The symptoms are scary and I keep wondering if something serious is being missed. Can anxiety really cause this and how do I manage it safely?
